The coordinating layer should not need to know every device-specific implementation. It should be able to express what matters to the event.

Differentiated physical answers

A building is not one controllable block. Lighting, ventilation, charging, irrigation, pumps, access, recovery, and protected service carry different purposes and different consequences.

Protected

Participation is unavailable.

Safety, code, dangerous heat, egress, refrigeration, access, water, medical need, or operational continuity requires refusal.

Flexible

Movement is allowed inside limits.

The boundary may dim, coast, delay, stage down, schedule, or otherwise yield while preserving its safe operating envelope.

Partial or delayed

A smaller or later answer may be truthful.

The available capability can change with occupancy, weather, deadlines, equipment condition, local service, or present criticality.

Recoverable / monitor-only

Recovery or visibility may be the correct event.

A gateway or controller may enter a bounded restoration sequence, while another boundary remains observable until authority is complete.

This is governed participation—not blind shedding. The answer may be yes, smaller yes, later, alternative, monitor-only, recover, or no with cause.
Pathway relevance

Useful response must occur in the right physical place.

The grid is a routed network. A smaller response inside the constrained path may be more useful than a larger response somewhere else.

IOC does not replace generation, storage, wires, protection, planning, or conventional operations. It gives those systems a more coherent and location-aware demand field to work against.

Relief where the equipment is stressed.

Eligible demand can be organized around the physical path whose current, voltage, and thermal conditions actually matter.

Repeated boundaries under one operating framework.

The first feeder-aware demonstration begins with verified buildings.

IOC does not leap from one circuit to utility scale by assertion. One governed responsibility produces evidence. Repeated responsibilities form a participating building. Participating buildings create a location-aware field only when ownership, permissions, communications, restoration, security, and measurement are ready.

Keep the public path simple. Open the deeper concepts when needed.

Liquid Cache, rebound discipline, semantic states, and detailed event architecture remain important—but they should not become the entrance test for every utility reader.

Liquid Cache — event-shaped operating headroom

Liquid Cache is not a battery and not stored electricity. It is temporary operating room inside eligible demand when the right responsibilities can yield in the right location and time, protected responsibilities can refuse, restoration is controlled, rebound is addressed, and credible evidence returns. Its usefulness is event-specific rather than a permanent capacity label.

Dynamic criticality and semantic state

A physical responsibility may be flexible in one moment and protected in another. Its state cannot be reduced to on/off. It may be protected, flexible, partially available, delayed, recoverable, monitor-only, locally continuing, restoring, or refusing with cause.

Restoration and rebound discipline

The event is not complete when demand reduces. Normal service must return according to the responsibility’s approved timing, cooldown, deadline, sequence, and local conditions. Coordinated restoration prevents the response from recreating the same stress immediately afterward.

The first bounded demonstration

Begin with one local domain and one proofable responsibility class.

A useful pilot does not need to prove the entire civilizational architecture. It needs to show that a bounded condition can reach ordinary demand, preserve local authority, produce differentiated response, complete restoration, and return credible evidence.

The first local field mirrors the first circuit: narrow enough to understand, real enough to matter, and instrumented well enough to decide what comes next.
