A building is not one load.

Existing systems already sense, schedule, optimize, communicate, and command. IOC adds the missing operating grammar at the physical boundary: identity, authority, present condition, safe limits, local evaluation, refusal, continuity, restoration, memory, and proof.

IOC gives ordinary physical demand a way to answer—not only be commanded.
