What this book establishes
Before demand can become a coherent field, a resource, or a utility-visible edge, one ordinary physical boundary must be able to carry the event it enters, the state it holds, and the memory its responsibility requires.
Bounded sequence
A temporary physical action is incomplete unless duration, refusal, restoration, and the next valid state are contained within the operating event rather than left to a fragile future command.
Semantic operating state
On and off are electrical conditions, not complete operating meaning. A governed boundary carries role, authority, priority, maintenance state, safe envelope, and context.
Infrastructure memory
The responsibility of a boundary should survive device replacement. Identity, history, policy, commissioning truth, and proof belong to the served boundary—not only to one disposable device.

Utilities, owners, programs, platforms, investors, and institutions may all have legitimate objectives. None should be able to erase the physical responsibility’s local state, safe envelope, refusal, restoration, continuity, or proof. Book D establishes the protection mechanism beneath the wider IOC architecture.
Coordination does not become command without limit.
A higher system may propose or request an action. The boundary evaluates whether that action is lawful here, now, for this physical responsibility.
Refusal is a valid infrastructure response.
Protected state, maintenance, manual override, safety conditions, failed sensing, or an illegal envelope may require the boundary to narrow, defer, or refuse.
The path home remains part of the event.
Temporary action must carry its duration, return rule, staggered restoration, replacement continuity, and evidence rather than depend on an external guess later.
Participation does not become sovereignty.
Owners, utilities, contributors, and programs may receive value from a governed boundary without gaining the right to fragment or redirect the IOC operating spine.
